Combating poverty is a prerequisite for a strong city. ELLECT focuses on:
• Accessible support through a single, easily recognizable point of contact for income and debt assistance.
• Early detection in collaboration with schools, general practitioners, and neighborhood teams.
• Opportunistic youth through free access to sports, cultural activities, and school activities for low-income families.
• Work & Income: job guidance, training programs, and local internships.
 
2. Healthcare
 
Every resident of Lelystad deserves accessible and preventive care.
• Neighborhood-based care centers for rapid help close to home.
• Mental health: extra attention for young people, caregivers, and the elderly.
• Vitality: healthy neighborhoods with exercise programs, smoke-free zones, and support for healthy eating.
• Strong collaboration with general practitioners, the Municipal Health Service (GGD), schools, and welfare organizations.
 
3. Housing
 
Affordable, safe housing is a basic right. • Acceleration of housing construction, with a focus on first-time buyers, families, and middle-income earners.
• Affordable rent and purchase through an active land and development strategy.
• Making existing homes more sustainable with support for low-income earners.
• Future-proof housing through lifelong homes and green, livable neighborhoods.
 
4. Social & Cultural Development

 ELLECT policy Amsterdam Southeast
 
1. Poverty
 
Goal: Reducing poverty and increasing social security for all Amsterdam residents.
 
Policy points:
• Automatic allocation of entitlements: Automatically awarding benefits, allowances, and debt waivers where possible (e.g., City Pass, energy allowance).
• Deepening minimum income schemes: Increasing the municipal supplementary benefit, expanding child benefits, and providing free school meals at more schools.
• Debt management: Faster debt counseling (starting within 3 weeks), expanding the Youth Perspective Fund, and providing debt relief from day one.
• Accessible support in neighborhoods: Strengthening neighborhood teams and increasing consultation hours at schools, community centers, and libraries.
• Food security: Structural support for food banks and neighborhood meals.
 
2. Employment, participation, and income
 
Goal: More Amsterdam residents with sustainable employment and a stable income.
 
Policy points:
• Job guarantee for young people: Intensive guidance, work-study programs, and collaboration with vocational colleges (MBOs) and employers.
• Retraining in climate and healthcare professions: Free access to retraining in technology, energy transition, healthcare, and education.
• Expanding social employment: Doubling the number of sheltered workplaces and social enterprises.
• Reducing flexible work: Promoting permanent contracts through social procurement and agreements with employers.
• Easing additional income opportunities: More (temporary) opportunities for people on welfare to earn additional income without losing support.
 
3. Housing
 
Goal: An affordable, sustainable, and livable city for all income groups.
 
Policy points:
• More affordable new construction: 40% social housing, 40% mid-range rental/ownership, 20% private sector in new projects.
• Protection of existing stock: Stricter rules against speculation, expanding protection against buying back homes, and intensifying Airbnb enforcement. • Accelerating the sustainability of social housing corporations: Insulation, heat pumps, and solar panels; a roadmap for each neighborhood, together with housing corporations.
• Combating homelessness: Expanding Housing First, more shelters, and prevention teams to prevent evictions.
• Improving housing allocation: Priority for teachers, healthcare workers, and the police in certain segments.
 
4. Sustainability & Energy Transition
 
Goal: A climate-neutral Amsterdam by 2050, with a fair energy transition.
 
Accessibility:

ELLECT policy Tiel
 
1. Social issues
 
Objective: Strengthening social cohesion, increasing financial security, and improving health and opportunities.
 
Policy points:
• Tackling poverty and debt: Improved access to minimum income schemes, faster debt relief programs, early detection through care and housing partners.
• Youth and families: Strengthening the Center for Youth and Family, more accessible support in neighborhoods, prevention programs in schools.
• Health and well-being: Promoting sports, exercise, and nutrition; collaboration with general practitioners, welfare organizations, and neighborhood teams.
• Participation and inclusion: Space for neighborhood initiatives, strengthening volunteer work, activities in community centers and libraries.
 
2. Amenities and accessibility
 
Objective: An accessible, well-connected, and livable municipality with strong basic amenities.
 
Policy points:
• Maintaining basic amenities: Protecting and modernizing the library, schools, healthcare facilities, and sports facilities. • Improve accessibility: Improve connections with Rivierenland, further develop the Tiel public transport hub, and make cycling routes safer and more complete.
• Accessibility: Make municipal buildings, sidewalks, and bus stops accessible to people with disabilities.
• Digital accessibility: Support for digital government and services in libraries and community centers.
 
3. Space and housing
 
Goal: Livable neighborhoods, sufficient affordable housing, and a future-proof municipal structure.
 
Policy points:
• Promote affordable housing: Accelerate housing construction, focusing on starter homes, senior housing, and social housing.
• Improve the housing stock: Insulate, improve the sustainability of, and renovate existing homes in older neighborhoods such as Tiel-West.
• Livable public spaces: Greening streets and squares, addressing dilapidated areas, and improving play and meeting places. • Sustainable spatial development: Climate adaptation (water retention, heat stress), expansion and preservation of green spaces and nature in and around the city.
 
4. Economy and employment
 
Goal: A vibrant, future-proof, and local economy with opportunities for residents and entrepreneurs.
 
Policy points:
• Local SME support: Space for entrepreneurs in the city center and business parks, reducing regulatory burden, and encouraging retail diversity.
• Labor market participation: Collaboration with Werkzaak Rivierenland, apprenticeship programs, and support for job seekers and refugees with residency permits.
• Training and innovation: Stimulating collaboration with regional educational institutions; focus on technology, logistics, and healthcare.
• Strengthening the city center: Attracting new shops, pop-up concepts, cultural activities, and modern market functions.
 
5. Safety and enforcement
 
Goal: A safe and livable municipality with visible enforcement and a preventative approach.
 
Policy points:
• Tackling nuisance and crime: Hotspot approach in vulnerable neighborhoods, collaboration with the police and youth work organizations. • Traffic safety: Safe school routes, tackling speeding, improved street lighting, and neighborhood behavioral initiatives.
• Enforcement of quality of life: Addressing waste dumping, illegal parking, vandalism, and nuisance in residential areas.
• Prevention: Youth work in all neighborhoods, resilience training at schools, and neighborhood mediation for early escalation prevention.
